With new limits. To change your major or transfer, F-1 students must generally complete the first academic year at the school that issued their initial I-20 (SEVP exceptions aside). Graduate-level students are barred from changing objectives or transferring during their program, absent an SEVP exception. And after finishing a program, an F-1 may begin a new one only at a higher educational level—not the same or lower level.
